PNG is the safe, universally-accepted lossless choice when a form or app rejects HEIC. Expect the PNG to be considerably larger than the HEIC — that is the price of lossless — so for ordinary photos headed to the web, HEIC to JPG is usually the better trade. This page opens the Image Converter pre-set to PNG.
Everything runs in your browser: the libheif WebAssembly decoder reads the HEIC and the PNG is encoded on your device, so photos are never uploaded. If the pictures are going somewhere with a size limit, run the PNGs through the compressor or convert to WebP afterwards.
