Why can’t I install a WOFF2 directly?

Operating systems only install TTF/OTF. WOFF2 is the same font compressed for the web — converting back restores an installable file.

Is this legal?

The conversion is technical; the licence is what matters. Fonts under OFL/Apache are fine to convert and install; a commercial webfont licence may not permit desktop use — check it.
